Convert CONFIG_CMD_EEPROM et al to Kconfig
This converts the following to Kconfig:
CONFIG_CMD_EEPROM
CONFIG_CMD_EEPROM_LAYOUT
CONFIG_EEPROM_LAYOUT_HELP_STRING
