dpaa_eth: DPAA Ethernet driver from SDK-v1.3.1
Raw move of the DPAA-Ethernet driver as of SDK-v1.3.1. Also squashed compile fixes on the 3.8 codebase and a number of newer commits necessary for a clean compilation.
