powerpc/dpaa_1588: update 1588 driver per new dpa-eth
- Fix issue that 1588 didn't work.
- Use common API dpa_get_timestamp_ns instead of privated dpa_ptp_get_time.
- Use common DPA_PTP_NOMINAL_FREQ_PERIOD_NS.
