powerpc/85xx: Enabled FMAN write data stashing for t4/b4 platforms
Stashing of FMAN writes into platform cache improves USDPAA IPSEC and
Linux IPFwd performance. Without this, the performance of USPAA IPSEC on
T4 is lower than P4080.
