sh: generic clockevent broadcast support.
This hooks up GENERIC_CLOCKEVENTS_BROADCAST and a dummy local timer, which we call in to from the timer IPI when no other local timer is provided. Signed-off-by: Paul Mundt <lethal@linux-sh.org>
