nfsd: nfs4callback encode_stateid helper function
To be used also for the pnfs cb_layoutrecall callback

[nfsd4: fix cb_recall encoding]
"nfsd: nfs4callback encode_stateid helper function" forgot to reserve
more space after return from the new helper.
