[IPV6]: Fix NS handing for proxy/anycast address
Timer set up by pneigh_enqueue() ended up calling ndisc_rcv() via pndisc_redo(), which clears LOCALLY_ENQUEUED flag in NEIGH_CB(skb) and NS was queued again.
