powerpc/mm: any thread in one core can be the first to setup TLB1

The code is derived from the comment of Scott Wood. Signed-off-by: Chenhui Zhao <chenhui.zhao@freescale.com> Signed-off-by: Scott Wood <oss@buserror.net>
