Extend struct arm64_cpu_capabilities to handle the HWCAP detection
and make use of the system wide value of the feature registers for
a reliable set of HWCAPs.

Commit a469abd0f868 (ARM: elf: add new hwcap for identifying atomic
ldrd/strd instructions) introduces HWCAP_ELF for 32-bit ARM
applications. As LPAE is always present on arm64, report the
corresponding compat HWCAP to user space.

This adds support for advertising the presence of ARMv8 Crypto
Extensions in the Aarch32 execution state to 32-bit ELF binaries
running in 32-bit compat mode under the arm64 kernel.

This patch adds support for configuring the event stream frequency
and enabling it.
It also adds the hwcaps as well as compat-specific definitions to
the user to detect this event stream feature.

Under arm64 elf_hwcap is a 32 bit quantity, but it is stored in
a 64 bit auxiliary ELF field and glibc reads hwcap as 64 bit.
This patch widens elf_hwcap to be 64 bit.

This patch adds #ifdef __KERNEL__ guards around the COMPAT_* definitions
to avoid exporting them to user. AArch32 user requiring the kernel
headers must use those generated with ARCH=arm.

This patch adds definitions for the ELF format, including personality
personality setting and EXEC_PAGESIZE. The are only two hwcap
definitions for 64-bit applications - HWCAP_FP and HWCAP_ASIMD.
