configs: Enable CONFIG_DM_USB for all ls1021atwr
The feature of support USB3.0 hub is basing on DM_USB implementation.
So ls1021atwr need it enabled to unblock on-board 3.0 hub function.
Otherwise USB3.0 thumb drive will not be recognized at all.
