disk: define HAVE_BLOCK_DEVICE if CONFIG_CMD_PART
Various code that is conditional upon HAVE_BLOCK_DEVICE is required by
code conditional upon CONFIG_CMD_PART. So, enable HAVE_BLOCK_DEVICE if
CONFIG_CMD_PART is enabled.
