Convert CONFIG_CMD_SCSI to Kconfig
This converts the following to Kconfig: CONFIG_CMD_SCSI Also update the Makefile to use CONFIG_CMD_SCSI instead of CONFIG_SCSI to enable the command, fixing an earlier error.
